Full access gives the user the ability to view all data, use all available tools (including the URL Inspection tool and Change of Address), and manage other users — including adding and removing them. Restricted access lets the user view most performance and indexing reports and use basic tools, but they cannot manage users, submit reconsideration requests, or use some advanced features. For agencies or contractors who only need to read data and pull reports, Restricted access is usually sufficient.
Yes. Only users with Owner level access can add, remove, or change permission levels for other users. In GSC there are two types of Owner: Verified owner (someone who completed the property verification process) and Delegated owner (someone granted owner-level access by a verified owner). If you only have Full or Restricted user access, the Users and permissions panel will be visible but the Add User button will not be available to you.
No. Unlike some other platforms, Google Search Console grants access immediately when you add a user — there is no invitation email that requires acceptance. The user simply needs to log in to search.google.com/search-console with the Google account email address you used, and the property will appear in their property list right away. They will receive a notification email informing them they have been granted access.
Yes, as long as the email address is linked to a Google account. Non-Gmail addresses (e.g. a work email like name@agency.com) can be used to sign in to Google if the person has created a Google account with that email address. If they have not, they will need to create a Google account at accounts.google.com/signup using their existing email, then you can add that email to GSC.
Go to Settings > Users and permissions, find the user you want to remove, click the three-dot menu (⋮) next to their name, and select Remove access. Their access is revoked immediately. Note that you can remove users and delegated owners, but you cannot remove a verified owner — verified owners must revoke their own verification from the property settings.
Google does not publicly document a strict limit on the number of users per property, and in practice most teams add as many users as they need without hitting a cap. However, as a general best practice, only give access to people who genuinely need it and remove users when they no longer need access — especially for agencies or contractors once a project ends — to keep your account secure.
