Open My Network from the top menu, click Manage under the Grow section, switch to the Sent tab, and click the Withdraw button next to the person's name. The pending invitation is removed immediately.
No. LinkedIn does not send a notification when you withdraw an invitation. The request simply disappears from their pending invitations, and they are not told that it was sent and then withdrawn.
If you withdraw an invitation, LinkedIn makes you wait up to three weeks before you can send that same person another connection request. This limit is in place to discourage repeated invitations to people who haven't responded.
LinkedIn limits the number of outstanding invitations you can have, and too many ignored requests can hurt your account standing. Withdrawing old, unanswered invitations keeps your Sent list clean and frees you up to invite people who are more likely to accept.
